I use NTSC-RS which you can use on PC in order to create VHS like effects and you can even mess around it to make some DVD effects too.

I used IbisPaint X. Since there’s no gradient tool, you have be a little creative. I used the “Felt Tip Pen (Soft)” brush. Alpha lock is your friend here. If I wanted to make the gradient on the white oval on the top of the head, for example, I set the brush size to 1000 and I slowly kept tapping until it went to around the middle. And then I blurred it a lot. Be sure to use the built in circle and oval ruler!
